Integrated Sector Based Work Force Development Systems

What would it take to develop a scalable “operating system"? for sector-based talent development systems?

 

These materials from an design charrette explore the opportunities and challenges of designing sector-based workforce development systems.

The Council for Adult and Experiential Learning (CAEL) and Jobs for the Future (JFF) have been working with the Innovation Network for Communities (INC) to explore strategies to advance the innovation agenda for adult workforce development systems in the U.S. As part of that work, CAEL conducted a scan of innovations in workforce development and lifelong learning. The scan identifies integrated systems for sector-based skill development as a significant innovation opportunity. Based on this, we decided to explore the development of an innovation network focused on this opportunity.

We recognize that this is a large and complex territory, and there are many different ways to take advantage of this market opportunity. Our instinct was that the best way to map out the opportunity would be to bring together a small group of experienced practitioners to:

1. Define the features of an integrated sector-based talent development system.

2. Identify where systems are well developed, and where addition innovation is needed.

3. Identify potential partners in the network.

4. Identify potential sector-based market opportunities.

5. Discuss how the network could be organized and supported financially.

6. Decide whether and how to proceed with the next stage of development.
