This document describes an innovation concept related to Regional Community Development Networks . the creation of Regional Development Trusts, regional development institutions that invest in proven market making strategies that reduce concentrated poverty; build assets in poor neighborhoods; and connect poor neighborhoods to regional economic opportunities.
